Should the SEC be required to report on the capital access problems of rural small businesses?

H.R. 1190, the “Expanding Access to Capital for Rural Job Creators Act,” would amend the Securities Exchange Act of 1934. The SEC has an Office of the Advocate for Small Business Capital Formation. It identifies problems small businesses face in getting capital and reports on them to Congress. Its list of covered groups currently includes minority-owned, women-owned, and disaster-affected small businesses. The bill would add rural-area small businesses to that list.
