Should clergy be able to opt back in to Social Security? (H.R. 227, the Clergy Act)

Under current law, ministers and other clergy who object to public insurance programs on religious grounds can claim an exemption from Social Security and Medicare taxes on their ministerial earnings. That exemption is permanent. The Clergy Act (H.R. 227) would give eligible clergy and Christian Science practitioners a two-year window to revoke the exemption, and it would require the IRS to develop a plan to tell them about the option. The House passed the bill in April 2026, and it is now with the Senate Finance Committee.
