Request City Manager identify funding to ensure toilet seats are installed on the toilets in the new bathrooms at Institute Park.
Request City Manager arrange a community forum, as soon as possible, to allow for representatives from Amazon to provide city residents and business owners with more information and details related to its expected Prime Air drone service, which is a program that intends to launch drones from Amazon’s distribution center in Westborough into portions of the city. Said community forum should be held in the part of the city that is expected to be served by Amazon's drone delivery service.
Request City Manager and Chief Development Officer explain to the City Council at its September 22, 2026 meeting why Optiline Enterprises, a commercial drywall and metal framing subcontractor with documented violations of labor and employment laws, is being allowed to work on the 364-unit residential complex being built on 274 Franklin St., which is a project heavily supported by $11 million in local property tax relief over fifteen (15) years, as Optiline was previously banned from taxpayer-funded projects in Worcester in June 2025 due to documented violations including wage theft, paying employees under the table, failing to pay proper overtime rates to tradespeople working over forty (40) hours a week, and tax/insurance fraud. Said explanation should address whether Optiline's work on the aforementioned project is in violation of Worcester's Responsible Development Ordinance, a law mandating that developers receiving municipal tax relief or Tax Increment Exemption (TIE) benefits cannot hire contractors with documented labor or wage violations within the past three years.
Request City Manager provide City Council with a report concerning whether the city has any regulatory authority to either control or prevent Amazon from launching their package-delivery MK30 drones, which are designed to deliver shoebox-sized products weighing under five (5) pounds from thirteen (13) feet and are six (6) propeller, five-by-five (5-by-5) foot machines that are capable of reaching seventy five (75) miles per hour, from their Westborough distribution center into large portions of Worcester. Said report should include information concerning how residents will be surveyed to discuss the potential effects this project will have on the city’s community and neighborhoods, including environmental, privacy, and safety concerns.
Request City Manager request Chief Development Officer work with housing partners and stakeholders to develop a New Homeowner and Tenant Summit to educate residents about housing programs, benefits, and tenants’ rights. (Held Under Privilege - Bilotta September 22, 2026)
Request City Manager determine whether the city or school department is responsible for mowing and clearing the extremely overgrown plot of land adjacent and to the left of the new Doherty Memorial High School, located at 299 Highland St., approximately across from Germain St. (Held Under Privilege - Petty September 22, 2026)
Request City Manager consider reviewing existing Homelessness Response Action Plans in communities such as Seattle, Portland, Sacramento and Spokane for the purpose of adopting a similar plan in Worcester, in an effort to enhance the city’s ability to serve the many needs of the growing unhoused population. Said Homelessness Response Action Plan should include but not be limited to 1) the utilization of key, existing support systems in the city like shelters, social and job-finding services, food banks, and medical care; and 2) entering into formal, interlocal agreements with several surrounding cities and towns to share the financial and operational expenses of a regional homelessness response.
Councilor Gary Rosen on behalf of Deirdre Healy request installation of speed limit signage on Pleasant St. between Newton Square and Tatnuck Square.
Councilor Gary Rosen on behalf of Deirdre Healy request installation of “Do Not Block Intersection” signage on Pleasant St. at its intersection with Vesper St.
Request Standing Committee on Traffic and Parking proactively hold one or more hearings to gauge public pro and con interest in having the City Council adopt legislation the state will likely pass allowing cities to install traffic speed cameras in school zones and on municipal streets. Said hearings should include discussion related to the regulation being tied to the legislature's $575 million economic development bill, as well as that it would allow for the installation of forty (40) speed cameras in the city, which would lead to fines for drivers exceeding posted speed limits by 11 mph up to one-hundred dollars ($100) per offense.
Councilors from the city’s website, checked weekly. Worcester records roll-call votes in meeting minutes rather than item by item, so votes are not listed here.
